What will our External Transport Manager do to ensure you stay compliant:
Compliance Audits and Monitoring:

Conduct regular compliance audits (monthly, quarterly, etc.)

Review and monitor vehicle maintenance records

Check driver licence validity and qualifications

Audit working time records (e.g., driver hours, rest periods)

Monitor daily and weekly defect reporting processes
Maintenance Oversight:

Ensure vehicles are maintained to required standards

Review preventative maintenance inspection (PMI) records

Verify that safety inspections are completed on time

Ensure defect rectification is logged and completed properly
Record Keeping:

Set up and maintain robust record-keeping systems

Maintain vehicle inspection and maintenance documentation

Maintain driver records including licences, training, and work schedules

Ensure all records are kept for the legally required time periods
Driver Management:

Provide driver inductions, training, and refresher courses

Ongoing driver briefings on compliance topics (e.g., vehicle checks, load securing)

Monitor driver behaviour and address non-compliance

Organise random driver licence checks

Support with driver hour rules where applicable (if drivers use tachographs)
Regulatory and Legal Support:

Advise on current legislation changes and updates

Support with responses to DVSA roadside checks or enforcement visits

Provide expert advice if faced with enforcement action

Prepare operators for Public Inquiries if called

Represent or support at Public Inquiries
Systems and Policy Development:

Create and implement compliance policies (driver handbook, maintenance policy)

Draft procedures for defect reporting and maintenance

Assist with setting up safe loading and securing systems
Proactive Management:

Identify risks early and implement corrective actions

Provide structured improvement programmes if standards slip

Promote a proactive safety and compliance culture in the company
Important to note:
Restricted operators must still meet roadworthiness and safe vehicle operation rules — even though they are not held to the same standard as standard licence holders (who must have a qualified TM).
Hiring an ETM shows the Traffic Commissioner that the business is serious about compliance, which can be crucial if enforcement action is ever taken.
