6. Operating Centre & Vehicle Use Rules

Your Operating Centre is the foundation of your transport operation. It’s not just a place to park your vehicles—it must meet strict regulatory requirements under your Operator’s Licence. Failing to comply can result in fines, licence curtailment, or even revocation.

What Is an Operating Centre?

 

An Operating Centre is the base from which you operate your vehicles. It could be:

  • A business premises

  • A farm or yard

  • A leased commercial parking space

  • Your own home (subject to planning and environmental constraints)

 

It must be approved by the Traffic Commissioner and listed on your Operator’s Licence.

 

Key Compliance Rules for Operating Centres

 

1. Authorised Location

 

Your operating centre must be listed on your Operator’s Licence. Using any other site to base, park, or operate your vehicles—even occasionally—can breach your licence conditions.

 

You must not:

  • Park at unapproved locations overnight

  • Use public roads as regular parking

  • Operate from a friend’s or subcontractor’s yard without formal approval

 

Tip: To change or add a centre, you must apply through the VOSA VOL service.

 

      

2. Vehicle Limits

 

You can only park the maximum number of authorised vehicles and trailers at each operating centre as listed on your licence.

 

Example: If your licence allows 2 vehicles at Site A and you have 3, you’re non-compliant—even if there’s physical space.

    

 

3. Planning Permission

 

Your operating centre must have appropriate planning permission or be exempt. This is particularly important for:

  • Rural locations or farms

  • Mixed-use or residential areas

  • Centres near noise-sensitive neighbours

 

4. Environmental Conditions

 

The centre must not cause environmental issues, including:

  • Dust

  • Oil spills

  • Excessive vehicle movements near homes

 

Failure to meet environmental standards can trigger complaints and lead to a Public Inquiry.

 

5. Security and Accessibility

 

Ensure your operating centre:

  • Has secure access to protect assets

  • Allows safe vehicle movements

  • Is accessible for DVSA inspections
