EXTERNAL TRANSPORT MANAGEMENT SERVICES
FAQS

❓ What exactly is an External Transport Manager (ETM)?

An ETM is a qualified transport professional provided externally by JS Transport Solutions. While restricted licence holders aren’t required to appoint a transport manager, engaging an ETM demonstrates to the Traffic Commissioner that your business is serious about compliance. They handle compliance oversight, safety, driver management and record‑keeping—without the cost of hiring someone full-time  .

❓ What services does an ETM provide?

Here’s a breakdown of our core services :

  • Compliance Audits & Monitoring: Regular checks on vehicle maintenance, driver licences and working-time records.

  • Maintenance Oversight: Scheduling, record review and defect management.

  • Record-Keeping Systems: Set up and ongoing maintenance of documentation for drivers and vehicles.

  • Driver Management & Training: Inductions, briefings, licence checks, refresher courses.

  • Regulatory Support: Advice on legislation, DVSA inspections, public inquiries.

  • Policy & System Development: Tailored compliance policies and procedures.

  • Proactive Compliance Management: Identifying risks before they escalate and implementing improvements.

❓ How much does the ETM service cost?

Pricing for ETM services varies depending on licence type:

  • Restricted‑licence operators: From £150/month for phone and email advisory support  .

  • Standard operators (Green/Amber/Red risk categories): Rates start at £450–£650/month for the first vehicle, plus £100 each for additional vehicles (up to five), then £50 per extra vehicle  .

Note: Travel expenses may be added, and pricing is scalable to your fleet size  .

❓ Why should I appoint an ETM if I hold a restricted licence?

While not mandatory, appointing an ETM forges a proactive compliance stance and:

  • Helps avoid fines, licence revocation, and reputational damage.

  • Enhances efficiency and safety across your fleet.

  • Protects your business in the event of DVSA enforcement or Public Inquiries.

  • Shows commitment to compliance in the eyes of regulators   .

❓ Where are JS Transport’s ETM services available?

We primarily operate across Worcestershire, the West Midlands, and South West regions, including towns like Birmingham, Worcester, Droitwich, Hereford and Dudley. We also provide remote support wherever suitable  .

❓ What happens if I undergo a DVSA roadside check or Public Inquiry?

Your ETM will:

  • Advise on current regulations and prepare documentation.

  • Represent or support you during DVSA inspections.

  • Prepare for and represent you at Public Inquiries if needed  .

❓ How often will the ETM visit or audit us?

Our ETMs conduct regular site audits—monthly or quarterly—as well as ongoing remote review of records and vehicle documentation. Visits can be tailored based on compliance risk and fleet size  .

❓ What additional benefits come with the service?
  • Free initial compliance audit to highlight risk areas  .

  • Ongoing updates on legal changes and best practices.

  • Development of safety and compliance policies tailored to your operation.

  • Peace of mind so you can prioritise running your business.
